Hi Lynne, thanks for reading with such a sharp eye! PJ does say that "about" is the operative word here, so let's amend to say that the average muffin takes somewhere between 1/4-1/3 cup of batter. Our scone and muffin scoop measures 1/4 cup, so perhaps a generously rounded scoop is a good place to start, and then even out the wells to about 3/4 full. For more percision, weighing is a great option.
