Rebekah, while all cupcake papers will get a little bit oily, removing the cupcakes (in their papers) from the pan as soon as possible and allowing them to cool on a rack can help prevent condensation and excessive squishiness in the bottom of your cupcakes. If this is something you're already doing, the issue may be in the bake itself, like a too-low oven temperature or problem with your batter.
