Hi Kathi!

You are correct, that this blog post discusses the inclusion of chocolate chips to yield a shiny crust. Without chocolate chips, any brownie recipe will not be able to yield this shiny quality. Still, to even improve the shine beyond the use of chips, melting the butter and sugar together first to the desired temperature range can further improve this crust formation. Happy baking!
