Hey Paul! Double-acting baking powder does its thing in two different points in the baking process. Once when the liquid hits the dry ingredients, and the more drastic reaction when the cookies hit the heat of the oven, which is why the delayed rest in the fridge is completely fine because you're still going to bake them and the heat is where most of the magic comes into play.
