Hi Lara! The weight of a cup of flour is about half that of a cup of water, only 4 to 4 1/4 oz per cup. So 1/4 cup is only 1 oz versus 1/4 cup of water which weighs 2 oz. This is one of the main reasons why we've since changed our recipes from ounces to grams to avoid this confusion.
