Hi Kristi! That's up to you. You could use oil, water, flour, or nothing on your hands. Usually, we use a very light dusting of flour on the counter and very lightly floured hands as we don't want to incorporate more flour into the loaf than is absolutely necessary as extra flour will make the loaf dense, dry, and lacking flavor.
