Mary, our first question would be whether you know the temperature on your oven is accurate, as home ovens are notorious liars. A good external oven thermometer will let you know whether your preheated "350°F" oven is actually quite a bit lower. If a new thermometer isn't convenient right now, you could also just experiment making a cake with the temperature bumped up by 25°. (Keep an eye on it, of course. Nobody wants a burned cake!) If it ends up baking up more fully, then you've got a good indication that your oven has been telling you fibs, and that you can adjust accordingly. Happy baking!
