The maple syrup adds a delicious flavor element, but it shouldn't be necessary to make the dough come together. It helps to soften your butter in the microwave so that it acts more like a liquid and helps bind the ingredients together. Also be sure you're lightly measuring your ingredients rather than compacting them into the cups — this can create a dry dough that fails to come together.
