I've been shipping chocolate chip cookies to my daughter for years and I stack 6-8 cookies and wrap them in foil. I was trying to copy how commercial cookies are packaged in plastic sleeves. I've shipped batches of these to my daughter and friends across the country and they always arrive unbroken. I add paper or bubble to the box to fill up all of the extra space.
