3M makes a nice packing tape dispenser with a pistol grip -- I've been using mine to seal packages for more than 20 years -- that you can use one-handed. You put the exposed tape against the package, pull to dispense tape, and then (sort of) twist to cut the tape against the serrated edge. It's a little bulky because of the pistol grip, but it is so much easier and faster than other dispensers. The USPS flat rate boxes don't need tape, but I always feel more secure with a few strips on the critical edges.
