I have sent shortbread and they arrived safe and sound! Also heart-shaped sugar cookies for Valentine's Day -- an old family tradition from several generations back. While this is time consuming, it is worth it, getting the cookies there whole: I wrap mine individually in plastic wrap. My grandmother always wrapped hers individually in waxed paper as did my mother until plastic wrap came along. We all packed things tightly with shredded paper to fill up the box -- use the shreds from your paper-shredder. If they did not rattle around when the box is shaken, they are good to go.
