My sister and I ship a dozen types of holiday cookies to several domestic sites and Europe ... we package each type in a separate zipper-lock sandwich-sized bag, and layer all extensively with bubblewrap or similar air-filled packing. We were nervous the first year, but feedback is that everything gets through just fine, even thin cut-out sugar cookies and slice'n'bakes. The plastic bags seem to keep everything fresh, and the bubble stuff keeps it safe & sound. Glad to be in the company of folks who still do the baking!
