You might try other edible packaging material too. I used to send a paper box full of goodies and homemade pickles to close friends and family. They always were packed with homemade rice crispy treats. Everything arrived intact and unbroken, even the boxes heading to Canada and England. Make sure to pack the cookies 1 layer deep and remove as much air as possible from the bags. It makes a difference.
