It's just about even with the lip of the pan before it goes into the oven. I just did a little work with my calculator: if you use a 9" x 13" pan and an 8 1/2" x 4" loaf pan, and cover the bottoms of both of those, you'll be baking pretty much exactly the same surface area as the jelly roll pan, and should end up with the right results.
