The whole idea of the heavy cream is that it is like butter + milk in one ingredient. To substitute milk for the heavy cream, you would need to add butter as well as milk. This is because heavy cream is about 36% butter, you would need to add 36% of the weight of the heavy cream as butter, then cut the butter into the flour, then reduce the liquid by that 36%. Half and half is only 18% butterfat, so if you want to substitute it, do the math. Bottom line: use heavy cream or another recipe!
