Ah, this recipe brings back fond memories. Many years ago, we received a similar recipe for equal parts of self-rising flour and butter pecan ice cream. My husband made these for friends; they asked for the recipe so they could make them for a dinner party they were having. He gave them the recipe and when they made the biscuits, telling their friends, "These are fabulous...you will love them!", the biscuits were hard little rocks.
What went wrong? My husband had forgotten to mention that the flour should be self-rising.
