Samantha, it could be getting dried out in this step. Instead of a wet cloth, try a sheet of greased plastic wrap over the top of the loaf. Also, make sure to weigh your flour--once cup should weigh 4.25 ounces--if you're scooping or pouring from the bag, you're getting too much flour per cup and that can contribute to baked goods being dry.
