Mike, It's possible that your tap water is affecting your yeast, so I would recommend doing a test by using bottled water in a recipe. If you notice a significant difference in the way your bread rises, this will confirm your theory. It's possible that allowing the water to sit out overnight in an open container, or filtering or boiling the water may improve matters, so before you resign yourself to buying water for baking, you might try these alternatives.
