Michelle, the issue would be whether the layers hold together, given the lack of gluten, which provides structure. However, a quick check online shows quite a few GF puff pastry recipes that appear to simply substitute GF flour for the regular flour in a puff pastry recipe; so it sounds like you could try this, and expect some success.
