Hi Tammy. Are you experiencing these drastic differences in the same batch of cookies or does this happen when comparing two different batches? If the differences are from the same batch, it could be that the bottom of your mixing bowl is not thoroughly incorporated with the rest of the dough and would benefit from scraping the bottom and mixing again before scooping. Pockets of butter and sugar love to live at the bottom of a mixing bowl. If the cookies are being baked on multiple different shelves in the oven, there could be a drastic temperature difference between the top shelf and the bottom shelf, where is most ovens the heat is generated from.
