I am having same issue, I did knead it for 10 minutes by hand to try to get the full 2 cups in. There was no rise in the following 5 hours. I know my starter is good, i use it in other Tartine loaves with no issues.
It may be worth describing how stiff or runny the dough should be while incorporating the last 2 cups of flour. For instance, should it still be sticky or not? I laughed when i saw the following comment indicting it was too sticky to work with.
