Hi Jeanette, steel cut oats come in both traditional and quick-cooking varieties, so check out this guide for more information about general cooking instructions. Assuming you have regular steel cut oats and not the quick-cooking variety, I would recommend soaking the steel cut oats overnight (at least 10 hours, or longer if they are still too hard), with a ratio of 2 parts water to 1 part oats. Drain off any remaining liquid before adding the oats to the mix, and add a little extra flour if the cookie dough seems too moist. Cooking the oats may require a bit of tweaking, depending on how much bite you want them to have. Traditional styel steel cut oats are cooked with a ratio of 3 parts water to one part oats for about 20-30 minutes, but for cookies this may be too mushy and moist, and would require adding more flour to this recipe.
