The scant 1 cup and the half cup are referring to volume, whereas the (4oz, 113g) is referring the weight. This can be confusing because the volume oz can be different than the weight oz depending on what is being measured. As a generalization, flour weighs about half as much as water. That is why this recipe calls for 1 cup flour (weighing approximately 4oz) and 1/2 cup water (also weighing approximately 4 oz). Hope this helps!
