Hi Nathan, we can understand your confusion! Cups are a measurement of volume, while ounces are a measurement of weight. So a cup of rocks and a cup of feathers will weigh different amounts, despite taking up the same amount of space. This is the same for flour and water. Since a cup of water weighs about twice as much as a cup of flour, this is why you will see a larger volume of flour than water, despite using equal amounts by weight. Happy baking!
