Hi Janet, it definitely isn't a lost cause since it has bubbles, that means it's alive. You can make the starter overall smaller like in this blog. All starters are different and take a different amount of time of consistent feedings with equal portions of starter:flour:water by weight to become fully developed, often up to 14 days, so this is perfectly normal.
