Hi Crystal! The reason it isn't rising is because it needs more food. You'll want to have equal amounts of starter, water, and flour. So if your container of starter is about 2 cups (16 oz) worth, you'd need to feed that with 2 cups (16 oz) of water, and 4 scant cups (16 ounces) of flour for it to have enough food to both bubble and grow. Try discarding all but 1/2 cup of your starter and feed that with 1/2 cup water and 1 scant cup of flour. This will be 4 ounces of each and should get bubbly and happy in no time.
