Interesting situation, Tom. It sounds like your starter is right on track aside from the paint-like smell. Starters do often become more acidic in smell as they mature, which is a good thing. You can try discarding all but 4 ounces of your starter and then adding in 4 ounces of water and 4 ounces of water to reset your starter.
