1 cup is a measurement of volume. 4 ounces is a measurement of weight. 1 cup of flour usually weighs about 4 ounces, depending on how packed the flour is. 1/2 a cup of water weighs 4 ounces because by volume, water is heavier than flour. This is why you should always use a kitchen scale when baking, but especially when baking bread.
