The ounces you are referring to are liquid measurements, but we're talking about weight measurements. So a cup of whole wheat flour weights 4 ounces. You don't need to sift the flour, but we do recommend a method of measuring flour by volume which involves fluffing the flour, spooning it into the cup, and then leveling the cup.
