Gayle, we don't advise building a sourdough starter using whole wheat flour, especially if this is new to you. If you didn't have your whole wheat flour stored in the freezer, then yes, it could be a bit "off" - its oils do get old over time. And it does sound like your measuring cup of flour is a bit "heavy." So at this point, it's probably better to cut your losses and start again - using all-purpose flour, and measuring flour by stirring, sprinkling into the cup, and leveling off; this video shows you just how to do it.
