It is no fun to have a dough that won't rise. Every one of us here shares this experience for any number of reasons! What comes to mind first is, how did you measure your flour? Too much flour will weigh the dough down. It will not rise as well (as high) and also, not as quickly. Please take a look here for tips on how to measure.
