HI Catherine, you don't have to substitute orange juice for the water when using whole wheat flour; water will work just fine. We often recommended adding orange juice to whole wheat flour recipes as a way of tempering the somewhat bitter flavor of traditional whole wheat flour, but white whole wheat flour has a milder flavor anyway, and the recipe doesn't require the acidity of the orange juice to work properly.
