Ruben, baking powder would make them lighter, not necessarily softer. But with dog biscuits, you don't want them soft - unless you're going to store them in the fridge and use them all up within a couple of weeks. The dryness that produces their hard texture also makes dog biscuits shelf-stable at room temperature and long-lasting. That said, if you want softer biscuits - just don't bake them as long.
