I failed at popovers 3-4 times before I figured out that I was measuring my flour incorrectly, e.g. by scooping with the measuring cup. I was compacting the flour and therefore adding a lot more flour than intended by the recipe.
Try fluffing the flour in the storage container, then loosely scooping with a large spoon into the measuring cup, and then gently leveling with the back of the knife. Your measurements will be more consistent and, more important, much closer to what the author intended.*
Once I started measuring my flour correctly (e.g. as recommended somewhere on this website), my popovers started popping!
