It sounds like perhaps the buns weren't baked for long enough, Annette. If you happen to have an instant-read thermometer, consider using it to take the internal temperature of the buns to see when they're done. To ensure they're fully baked, they should reach about 205°F to 210°F. They may also have had a slightly off interior texture if there were any ingredient substitutions made.
