Hi Kimberly, there are a number of reasons why dough sometimes fail to rise — so many that we actually wrote a full article on our blog called, "My bread didn't rise!" It outlines some of the most common reasons why dough doesn't rise as expected, so we recommend starting there to see if you're able to deduce the cause.
