Karen, the dough should have been smooth and soft after mixing at high speed for one minute. You said that you "dipped" the flour before leveling it.  Dipping can result in compacting the flour even though you aerated it beforehand. Take a look at this video to see how to measure flour. You didn't mention how the loaf proofed. It may be that you didn't give the dough enough time to fully proof before baking.
