During Passover, baking with regular flour isn't permitted. Using matzoh (meal) is permitted, since baked flour can't be leavened, whereas regular flour (only flour made from the five grains of Israel: wheat, oats, rye, barley, or spelt) might technically undergo self-leavening, if any portion if it is left unbaked. Any other starch source which isn't forbidden can be used, e.g., potato flour, instead of grain). Probably seems a little paranoid to the mind of the modern Gentile, but that's traditional Judaism for you.
