Hi Karen, typically if the dough does not rise well during the second rise it can be a sign that it may have over risen during the first rise. This causes the gluten to over stretch and the dough will not have enough strength to continue rising. Be sure to only let the dough rise until it has doubles in size at most. You can cut down on the first rise time if needed. Happy Baking!
