I miscalculated your hydration. Forgot you’re using milk not water. Perhaps u are making a no knead bread or a bread like ciabatta which is a really wet sloppy dough. I find those breads to have a nice crisp crust and it might not be suit for tangzhong method. I think he mentions that in the beginning of this article.
