One other issue I encounter in my Florida baking is tap water temperature. Water that has been sitting in the pipes for a while tends to be noticeably warmer in the summer months. Sometimes it can be worthwhile to let the water run for about 30 seconds before filling my measure with it. It never gets hot enough to kill yeast, but the warmer water does seem to affect rising times, as you note above.
