Hi Kathy, if you used our Unbleached All-Purpose Flour and weighed your flour, then I'm guessing maybe your oven is running a little cool. This is where checking your oven temperature with a thermometer is helpful. Place the thermometer on a lower shelf (where you plan to bake your popovers), be sure to preheat the oven for at least 30 minutes, and then check the thermometer reading. Adjust your oven dial until the thermometer is reading the correct baking temperature before baking your popovers.
