If you go back to 65º Bread Doctor, the original book that popularized this method, you will see that Hong Kong baker Yvonne Chen stated that the word is from the Japanese language. Since the Chinese did not have a word for this method, it is assumed that it is a Japanese technique. Though she does not say it directly, it is implied.
