Yes, Trudy, that is correct. A cup of King Arthur all-purpose flour is about 4 oz. And 1/2 cup of water is about 4 ounces. Flour is fluffier and takes up more volume than water. This is a good example of why using a scale is advantageous. Volume is not accurate, but your scale always is.
