Hi Marg! We'd recommend adding a touch of lye to the water bath you boil your bagels in rather than boiling them twice. For best results, we'd recommend looking for a recipe for this rather than just winging it. An internet search for "recipe for bagels made with lye" turns up a few results with advice on how to do this. We hope this can help and happy baking!
