Hi Douglas, although we do our best to keep our flour pest free, they are hard to keep out. Most mills send the grain through a centrifuge to remove any such traces of pests prior to milling. Once the flour leaves the milling facility, it's hard to pin down where/when/how the bugs get into the flour. There are some grain bugs that can chew through the bags, and even some who can work their way in through the folds of the top & bottom of the bags. Bugs are an unfortunate fact of life when it comes to flours and grains. We do our very best to keep our flours bug free and recommend storing all flours in airtight containers and all whole-grain flours in your refrigerator or freezer.
