Hi! Need you help with a loose starter that smells like vinegar.

I am a couple weeks in to feeding and maintaining my first starter. I did an initial feeding. Refrigerated it for a little over a week and started feeding it again (all purpose flour and tap water) because I wanted to bake. It did not rise and is a little loose. It also has a strong vinegar aroma whereas it initially had a pleasant yeast-like aroma. Any tips?
