Hi Tara, it sounds like your starter is generally performing well, so I wouldn't worry too much about whether it passes the float test or not. We've found the float test isn't very reliable when it comes to determining starter ripeness. I would recommend giving your starter enough room temperature feedings so that it is rising very well and has a good aroma. Generally the longer your starter has been in the refrigerator, the more feedings it will need to bring it back to full vitality.
