Debbie, this approach will likely work quite well. Here's a few tips to ensure you're successful: thaw the puff pastry only minimally the first time, just enough so that you can work the dough and wrap it around the hot dogs. Try to limit the time it's out of the freezer. Place the prepared pigs on a baking sheet in the freezer to solidify and then store them in a zip-top bag for up to 1 month.
