Darrell, sounds like you countertop oven doesn't have a top heating element, and that's keeping the tops from browning. May be worth trying increasing the temperature 25°F and decreasing the time by 5 minutes. I'd stay with the egg wash, too. I'd keep the scones on the middle shelf to avoid getting the bottoms too brown. Susan
